Correct me if I’m wrong, but the bottom half don’t really have much control, as they need their “wealth” to live, whereas the richest can choose what to do with theirs.

As far as I understand this, if you’ve worked regular hours over a 12 week period your employer will have to offer these hours in a contract. I believe mutually acceptable zero hours contracts will still be available.
