It has already been stated that this is a false statement. They are not moving away from "oddball" characters and there is currently one in development as well.

Alec Dawson has reassured yesterday that the Overwatch team is NOT moving away from making oddball characters, as that's their "special sauce" in their universe. There is also a "oddity" currently in development.

It has since been confirmed by the Associate Game Director, Alec Dawson, that the Overwatch 2 team does not move away from Oddities and one is currently under development.
