Yeah. In HH2.0 they could activate it once per battle to gain movement speed of 12 plus hammer of wrath (2 hits) OR they can deep strike. In 3.0 it's 100% on all the time: Deep strike rule plus it can "rush" with anti-grav (ignore terrain/models).
