I was a reporter and editor back when newspapers were popular and meaningful. I've been in 50 states and nine provinces. I was a boy reporter in Georgia who covered Jimmy Carter when he ran for governor in 1966. I met him again in Canada many years later.
In case he doesn't reply, I'm pretty sure he's addressing that comment to the Post editorial page staff.

Anyone with pre-existing conditions would be unable to get insurance or be forced to pay many thousands of dollars for it. Is Oz really too dense to understand this?
