Nothing a player can do in a game should ever brick it, I would consider it a failure of design. If you want your NPC's to all be killable, the game will need to have narrative crumple zones built in to deal with their deaths, ala Fallout New Vegas. Otherwise, just make them invincible.

An unfortunate casualty of the clashing narrative goals of a television series with one story to tell and a video game that focuses on player choices. Truthfully, I can't really think of any other ending they would have picked, given House's semi-prominence in S1.

Based on the trailer, I'd say they've absolutely declared that The House Always Wins.

Which would make sense for the collapse of the NCR, since they'd have lost access to Hoover Damn and would be bleeding currency and people into the much "safer" Strip.
