Look, they are a bad tool for the job but this is simply inaccurate. One of the attention mechanisms used when analyzing data is the surprise factor, this ability fails out naturally from being able to predict how likely a specific piece of data is given what's in the model.

I think there's a lot of unintuitive things about insurance that most people just aren't aware of and it makes discussion difficult. ACA works well because it works very hard to avoid the problem of consumer choice morphing into allowing insurers to choose their customers.

I'm confused how this works anyway, if it's beyond my deductible, my insurance is paying for it. At that point I'm going to use cost as a proxy for quality is care and pick the most expensive option.
