Moreover, Whites are more likely to be victims than perpetrators, while the reverse is true of Asians, which supports the view that grooming gangs are a phenomenon where organised groups of non-white (particularly Asian) men select White girls for rape and prostitution.

Claim (ii) that Whites are just as likely to be perpetrators as Asians, has been found to be false in all four studies. Asians are between 4 and 39 times as likely to be perpetrators.

Even if it were true, it would be false to conclude that Whites were as or more likely than other groups to be perpetrators on this information alone without adjusting for population size.

So claim (i) that Whites are a majority of grooming gang offenders has only been found to be true in one study (Berelowitz et. al. 2015) which has a remit beyond the traditional understanding of grooming gangs, and false in the other three.

Where the ethnicity of victims has been recorded, Whites have been overrepresented compared to all other groups (except for Berelowitz et. al 2012 where Blacks were overrepresented among both victims and perpetrators), and Asians have been underrepresented.

In just one of the four studies are Whites a majority of offenders, in two Whites are a slim plurality, and in one Asians are a supermajority of offenders. In all studies Whites are underrepresented compared with other groups, and Asians are overrepresented.

So in the four studies which have compiled the ethnicity of perpetrators, all have concluded that Asians are more likely than Whites to be grooming gang offenders, with odds ratios ranging from 4 to 40.

The 2015 study by Berelowitz et. al gives the most modest picture of Asian overrepresentation among perpetrators, but still implies that Asians are 4x as likely as Whites to be grooming gang offenders.

In the 2012 study, while Whites are 1.7x as likely as Asians to be victims, Asians are 9.2x as likely as Whites to be perpetrators.

But the same studies show Asians are disproportionately represented among offenders, that Whites are much more likely to be victims than offenders, and Asians much less likely to be victims than offenders.

2012 and 2015 studies by Berelowitz et al. show that Whites are either a plurality, or a majority, of offenders (in part due to the studies’ broader remit), which is used to support the non-sequitur that ethnicity plays no role in the grooming gangs crisis.

A 2013 follow-up study from the same organisation (CEOP) is reported by the Home Office to have found ‘Of the 52 groups where data provided was useable, 26 consisted of all Asian offenders’ and ‘Looking at the offenders across all groups, of the 306 offenders 75% were Asian’.

These figures show that despite Asians being 11.4x more likely to be grooming gang offenders, Whites were 3.1x more likely to be victims (assuming the adult population was 85% White and 7% Asian, and the child population 75% White and 10% Asian).

And it found Whites were a larger share of victims than perpetrators. Whites were 61.1% of all victims and 91.1% of victims where ethnicity is known, whereas the similar figures for Asians were just 2.6% and 3.9% respectively.

The same study also found that for groups of offenders, where ethnicity was known, 41 were all Asian groups, 36 were all White, 15 were mixed and 1 was all Black, making Asians 13.7x overrepresented relative to Whites.

This statistic (table from original study shown below) makes Whites a slim plurality rather than a majority as is often claimed. It also makes Asians 11.4x as likely to be a grooming gang offender as Whites (assuming adult population was 7% Asian and 85% White).

Both (i) and (ii) rely on one line in Section 76a, which says ‘30% of offenders were White, while 28% were Asian’ while in a further 38% of cases the perpetrator’s ethnicity was unknown.

So the factual claim that Whites are a majority of offenders (which may be true or untrue) is insufficient to support the conclusion that ethnicity plays no role in the grooming gangs crisis.
