I am just a civilian here in Spain and I know that. Accidents happen even when using riot munitions correctly. Using them in a direct fire role, and people are going to die

You're not supposed to fire riot control munitions directly at people, you're supposed to fire at the ground and hit with the ricochet. Of course that requires proper training on the riot police. Here in Spain, it takes years of training for someone to become a policeman.
