If you scanned them and they fall under "gamerules" its usually ok to salvage. But not entirely sure how you can enter them to unlock ship ports if their shields are up esp in armistice.

If you know friends with a polaris or idris, you can cheese the recover large cargo missions.

BUT its a major problem if you waited too long to do your starter missions. A lot of elevators are bugged completely now.

Seen it a few times since 4.0. At least we're not pushed into the void by invisible elevator boxes these days.
