Making a new substance painter file (ssp) isn’t hard. You can load the .fbx model file up as is, or repose and re-export it in Blender first to open the mouth etc.
Tbh when they do provide a ssp sometimes there can be little to reuse anyways. If the layers are already flattened for example.
