The intention of the cantrip is that the recipient gets to roll a 1d4 when it rolls a save of the type the caster chooses. So the caster might touch the party's spellcaster and pick Constitution so that the caster gets a +1d4 on its Constitution save to maintain Concentration.

The use of the Reaction, which isn't under the target's control, prevents the target from moving, which is a big deal, but it's not as bad as not moving and all the other problems that being Paralyzed brings.

The save, which is under the target's control (to some degree -- the dice determine the outcome), prevents Automatic Critical Hits, which is *huge*.

Hold Person permits another save at the end of each of the Paralyzed creature's turns. Resounding Disruption requires the caster to use her Reaction each turn. Different costs. But, the costs "buy" different things.
