The 29 Nov release of recommendations for the use of so-called active cyber defence (ACD) measures calls for the police and the SDF to "penetrate and neutralize" enemy servers after a massive cyber attack. The measures are so timid and complicated that I am doubtful they can be effective at all.

The 29 Nov release of recommendations for the use of so-called active cyber defence (ACD) measures calls for the police and the SDF to "penetrate and neutralize" enemy servers after a massive cyber attack. The measures are so timid and complicated that I am doubtful they can be effective at all.
After a lengthy process, Japan is finally getting ready to adopt some type of active cyber defense (ACD). However, it will remain very constrained and probably not what most people associate with ACD.

Could be a first step towards Japan's integration into the Five Eyes. Little chance of membership any time soon, though.
