From what I read a long time ago, he had enormous cost overruns during construction (sheer incompetence), which forced him to borrow huge amounts with high interest rates to complete construction. Bad management coupled with crushing interest payments made the whole thing implode.

Why does the GJ vote on counts individually, if the indictment only goes forward in its entirety or not at all?

The most likely scenario IMO is that Halligan simply didn't know this, and thought they could bring forward the charges that were indicted and remove the charge that wasn't.

I don't really find it hard to follow. He got on the Epstein train because he believed it would win him votes, and the alternative was going to prison.

Once in power, he was sure he could cover it up, like he's covered up everything else. And most likely, he still will.
