Probably trying to avoid a constitutional crisis where they set a precedent that they don't listen to the law and avoid any "political" decisions from the military, while also doing the sensible thing and essentially not actually following through martial law

He's got corruption scandals and the like around people in his cabinet, so this just makes the fire into an inferno that he would want to escape, hope the military play ball and ensure he stays so they can deal with him like Park Geun Hye (wonder what past political party she was from, oh wait...)

Thankfully the lawmakers are awake at least, and I imagine plenty of people still remember when the dictatorship was present in the 80s with Chun Doo Hwan and the like, Korea doesn't need another dictatorship just because the SK president had a strop about not being able to pass budgets
