Also, If you want the most skill points, definitely start with your Intelligence as high as possible, but not higher than 9, because you can increase it further.via cybernetic implant in a clinic close to New Vegas itself.

Optimal play wise, even if you want to play a charismatic character that has a silver tongue, dump Charisma to 1, because it affects only a miniscule number of dialogue choices that affect nothing and the stats of your companions, who are already super powerful.
