Yeah, they can't read but another problem is the length of many documents. It's the same with TOS that people blindly accept because you couldn't be bothered to read through it for way too long. They are deliberately designed to be like that more often than not but this is literally their job.

The difference with PSN accounts was that it meant that only players from certain countries could play the games others were excluded.

This one was announced over 3 years ago and no news ever since.
