There are repeat offenders today for whom it is cheaper to get a warning and even fines than to hire a service. Chase Bank FFS for years would hire out parking lot clearance but not Stadium or Packard sidewalk because the cost of obstructed sidewalks was so cheap

Everyone-owners & landlords-struggles to shovel sometime but I increasingly see people decide not to bother. It's not a mistake; it's a decision based on personal cost/benefit. Chase Bank, Revel&Roll, 4th Avenue landlords. What would impact be if we charged everyone $50 a day fines like Cambridge
