Console exclusively also makes things more complicated and thats prolly why its harder to say. Its not uncommon in days past to ban characters purely for being exclusive even if some of those characters are bad like Kratos in Mk9 or others. I dont know if there was ever a definitive editon or not.

Though from like 4 min of searching I've see a few claim hes dead last. Tl;dr a character can be fully realised and finished and still be shit in competive. This is the part where id say some tier lists are also based purely on usage stats bit Sc2 doesn't have a lot of those so uh I ain't sure.

I tend to be familiar with fighting games but soul is one i never cared too much for. Played a bit of decades ago but you got me curious enough to look. The information avaliable is...not a lot. There seems to be more info saying whos best rather than whos worst.
