This is Axel, while he's setting-agnostic he works in any superhero/villain verse
I think he'd be a low level nuisance for xmen since he's explicitly pacifistic and just steals shit with his powers but also he'd be one of the favorite targets for anti mutant bigots to bash since he's high profile
