Technical assistance is most ineffective way to support aid. These 14000 people do better for USA. Nordic countries realised this already in 1990s and reduced technical assistance to countries. Give money but countries to spend it.

To start with WHO’s role was normative, make guidelines & act in emergencies. However, over years WHO has turned into a development agency & act like large international NGO. Those shows how WHO is funded.WHO & UN agencies are three times more expensive compared to work done by individual countries.
