Or in "9.1. The Pointer Hover Pseudo-class: :hover" (cf. "The :hover pseudo-class can apply to any pseudo-element.")

Seems there are lots of discussion around it indeed. Event-target and parsing-rules/grammar seem to be among main problems.
But also seems there is work toward having it to work in the future, if I understand "CSS Selectors Module 4" correctly ?

I understand the reasoning behing the spec (they are not elements, so the "pseudo"), but they nonetheless can be styled like regular elements, are independently rendered and have their own bouding box and so hover should be technically detectable anyway I guess ?

So there's no css way to detect the hovering of an ::after or ::before pseudo-element (and just it, not its parent element, and without disabling parent element pointer-events) ?
