The El Paso-Ciudad Juarez border has always had with workers crossing each way (and thank God, b/c that's how the burrito was invented).
In 1917, Mexican workers were forced to disinfect in baths with KEROSENE and vinegar, forced to take IQ tests, strip searched, & other insults.
