Yeah, it did an excellent job. Everyone knows that hackers have 3 hands, always wear hoodies and a mask, don't use computers, and look through a magnifying glass at a cable, in order to inspect packets.

Theoretically - yes. But, if I remember correctly (never traded futures myself), you get reminders to file "intent of taking delivery" or something like that, so it's not easy to forget.

I wonder how much the ransom was. (The report doesn't say.) Was it more than $1.5 mil? A government can afford to take the high road with what is essentially not their money but it would be much more iffy for a private company (especially a public one) to opt for a costlier solution.
