It's not a "VR" issue, it's a culture issue. For decades music culture has been engrained in drug use & many drugs are seen as bad only because they have been vilified.
Figuring out why people use substances, rather than trying to vilify the people who do, is the only way to help solve the issue!

You have people like douggie where I don't think I've raved a single time where he wasn't encouraging people to drink water, stay safe, etc. The *exact* same thing some IRL DJs do when they're performing.
They know people out there are overdoing it. Both IRL and in VR. They care and want them safe.

Go to an IRL EDM festival/rave. Take a note of every time LSD, MDMA, Shrooms, Ketamine, Cocaine, etc is mentioned.
Do the same in VR and it's MUCH less.

Rather than pushing these people away, saying they're the bad part, why not try to figure out why people use drugs? Maybe help them stop?
