You can have download that high without Fiber. Xfinity offers 2GB down. Spectrum pre highsplit offers 1GB down with 40 up for example. If your ISP enables highsplit you can have symmetrical speeds. Anyways TLDR: speeds do not equate to the type of ISP service (except DSL they cap to 150 down).
