For the shadow pokemon, they gain xp but don't receive it until they're purified, so it shows the level as 40+ to signify that

I know it's a very different circumstance, but it reminds me of that US politician who didn't tell anyone that he got bit by a rabid fox, because he "didn't want it to be on his Wikipedia," and that quote is directly on his Wikipedia.
