It’s obvious from the video. In what world does a single squad car answer a call, 1. Without lights 2. Without at least 1 other squad car. 3. Without securing the scene of an emergency? Civilians casually walking around.

Also, looking again, this is a cop car parked in front of city hall right new the intersection just before a cross walk, no other cop cars, no officers in sight. People walking normally on the sidewalk. This all tells me non-emergency.

The lane was literally made as a solution to that and not allowing bikes on sidewalks. How about just not blocking the lane? It’s so easy.

If they’re blocking a car lane, they usually have their lights on and people know. It also warns those coming up to where the emergency is. This simply is not that. Either way is hearsay and the facts are a vehicle is blocking a lane and impeding traffic.
