Right. What they did was “stay” the district court’s PI. So the lower (district) court initially issued a PI. Now it has been appealed to the 4th circuit which has stayed (or suspended) the PI while it considers the case.

It stayed that PI. So not a reversal. The 4th Circuit will now hear the fully briefed case and decide whether to uphold or not.
