As much as his goal, to create "a world without the sin of ability users" seems selfless enough in the grand scheme of things, I think rather it is the opposite.

If you were to read further into his goal, it's selfish, the epitome of selfishness

Dazai, someone who could be seen as a representative of the ada to Fyodor since he is the only ada member so far who has had direct interactions with Fyodor, believes that it is the "average" who make the most change in the world

But unlike Sigma, Fyodor is pessimistic enough not to believe the ada is a provider of sinless love that is "mutually beneficial".

He even mocks it by calling it an "evening sunlight" and undoubtedly views the ada as an enemy, a sinful entity obstructing him from his objective.

Whenever he speaks about people, he never says "we are sinfully stupid" or "us humans are", it is "people are", he actively separates himself from mankind (to imply that unlike them, he is not sinfully stupid)
