He wants to but he knows if he tries, he’s going to get the worst end of the stick if the plan fails. The comic doesnt have it but there was a point where Perseph TRIED to make a difference, but ended up getting badly punished for it. So he gave up all together. Which is some weak resolve LOL (2/2)
