I mean, technically an OS doesn‘t delete things and just pretends the things arent there anymore before reusing that space.
But it should still tell you that space is freed up.
But if you don‘t get help here, the apple support is usually pretty useful.

So it is occupied space but it is occupied with stuff that the OS would delete if you use up the remaining free space, just Photoshop wants actual free space.

I recently had a bug when copying from the phone that it confused jpeg and mp4 endings for each other.

Just plug it in via cable and access the files in the folders and see if you can open it
