Biking and walking no. However we still purchase groceries, furniture, ect. They could raise the price of those to cover the tax on the companies that deliver or spread the damage out through everyone. Again I do think we need to move away from such a heavy reliance on personal vehicles. Just how?

True. It's assumed that everyone will be using the roads in some way (true enough) so we are all taxed for it. But yearly tags for cars also go to road maintenance. With vehicle infrastructure being such a large expense I think there is a reason to spread it so wide, however enabling it is.
