And all of our existing antagonists would get word that we're trying to get out, and would band together to try to stop us. We've screwed them over so many times, they want to see us pay for our crimes. Merryweather, the LOST, the Duggans, and more, all trying to stop us.

The missions could even introduce us to a main contact that will appear in the online world of Vice City, with that person travelling up to Los Santos to help us plan our escape. How much transfers depends on the level of our success with our escape missions.

And if Rockstar wanted to give a "loyalty" perk to existing players entering the online world of Vice City, those escape planning missions could also include something that lets us transfer a small amount of money, weapons, & RP to help us start all over.

The finale would wrap with a cutscene of boarding a plane (or yacht or submarine), and then a shot of that vehicle heading off to the southeast. We had to leave everything behind, but at least we're free and on our way to a fresh start in Vice City.

They both suggest the same thing: flee to Vice City. That kicks off a series of missions that revisits each and every main contact from all previous updates, with each one contributing some way to the plan to get out of Los Santos without being detected by the Feds.

and btw, the only place gamers want to see redemption arcs is in the plot of the games they play, not in the game dev studio trying to rebuild their reputation.
