Here's an example of how you can do it from Stockholm. They put a park (still being built in the picture) on top of the freeway, but surrounded it with dense development for it to make sense financially, and shielded it from the road. My only problem is that they didn't build taller.

They have gotten pretty good at math over the last year. Ideally they use programming to do the arithmetic especially if you need it to be exact. Otherwise they will ”guess”, they have gotten alright at that and are usually close but not perfect.
