Jan. 28
A federal judge issued a temporary restraining order halting this pause until Feb 3 in response to a lawsuit from the Democracy Forward Foundation.
Jan. 29
OMB memo rescinded in response to the lawsuit. But White House press secretary stated, “The president’s [executive orders] on federal funding remain in full force…”
Feb. 3
Temporary restraining order was extended with next review on Feb 7.

NIH announces 15% cap on indirect cost rates
Feb. 10
22 states (incl. NJ) file lawsuit against NIH IDC cap, Judge grants TRO ordering maintenance of old IDC rates, only in those 22 states
NIH advisory committee meeting notices to the office of the federal register are on hold, so new council and study sections cannot be scheduled
Feb. 11
Judge extended TRO on IDC cap to all states, additional universities banded together to file additional suits
