So true. We need to think of housing & transportation costs together, not separately. Location in particular is a huge factor. The Center for Neighborhood Technology has done outstanding work on this issue:
If you are building affordable housing without public transportation accessibility, you are not building affordable housing. Car-dependency is a burden for all-ready economically stranded families.
