I have considered this angle as well. She is naturalized, so they might have concerns that under Trump, she could get deported. Maybe that is why Fetterman seems to be kneeling and kissing the ring.

Trump pretending to care about the people of South Africa is absurd. He is using the apartheid as a means to defund humanitarian aid to people who are not white.
