Yep. That’s a good article. The prosecutors are the Feds (make DC a state to fix this!), and the mayor controls the police — and the social service agencies.
DC government is terribly run and that’s a big part of the problem.

Very important point. And as @dccrimefacts has carefully documented, the Feds — DOJ — bear a lot of responsibility for the DC crime issues.
And the mayor’s mismanagement, of DC social service agencies and housing and the police, is also a big part.
