These cops are dicks. Even some well cared for horses bite or kick to intentionally hurt someone, some horses are crabby, but they wouldn't be part of this team. It's more that horses are afraid of instability; they don't walk on/over things that they're not sure of. Thus the term 'sure-footed'.

As someone who has care for horses, I just saw an attempted murder. One of those cops tried to use his horse to trample the man on the ground, and it was only the horse’s desire not to step on the man that saved his life. The horse’s body language was very wtf for a horse on duty.
