This is horseshoe centrism. He's seen so many fight density and abundance for "environmental" reasons that he's convinced himself that environmentalism is the problem as opposed to one of the reasons for density.

Unfortunately the major questions doctrine isn't about ensuring a fair and consistent application of the law, it's about giving the supreme court a tool to arbitrarily reject executive actions they don't like.

Tbh depending on tone I can see how that would be a joke and how it would be misinterpreted. Probably a fine thing for players to joke about to each other or even for execs to joke about among themselves, but it's not really an appropriate thing for an exec to say to players.
