The astounding thing in the left-hand photo, to me, is that appears to be a genuine smile on Trump's face. That is exceedingly rare.

I'm guessing that enough people have copies that alterations would be noticed. More likely that they claim parts can't be released or are heavily redacted because of "ongoing investigations."
