I asked similar questions about the M4 relief road to a project manager who reported to the Welsh Government when the A465 was being built and he told me it’s much easier to use the existing paper work than to start again because welcome to Britain where it takes too long to build shit

I can bet it’s not the actual construction that’s expensive but it’s the years of consultation and new paperwork added every time 1 thing changes and consultants are paid hundreds of millions or more over 2 or 3 decades with a bit of corruption sprinkled in for good measure

Ah ok what I’ll do then is use the modern height of a streetlight on a truck road/motorway and convert the length of the brackets and go from there
