This is why functions that deal with life and death, like war and prisons, should be the purview of the government, which can bring a variety of expertise to bear on the questions they raise.
You don't have to be a spy to be a foreign asset. A person can be a foreign asset just by being easily manipulated, such as how Elon Musk was easily manipulated to personally interfere with Ukraine's military operations.
