My best guess would be incomplete reporting. I doubt the TX DPH is particularly excited to hunt down and report these cases, despite their mission being to improve public health. Since it’s only TX and NM also surging, could be a location effect too

I think it’s wise to just back extrapolate now instead of trust case counting by TX DPH. I fear any red state DPH will listen to “political suggestions”. Hospital admission data can’t be faked; stick with the typical rate of hospitalizations per number of cases and just state estimated.

Honest question…when a private company has this disaster happen, do they pay for cleanup? Or does that end up being borne by society as just another fringe benefit for them?
