Ending rolling makes renters more vulnerable, particularly those with lower incomes, immigrants, and other marginalized communities. Housing experts have called for temporary vacancy control measures to stabilize rents, this legislation moves in the opposite direction.

The notion that 00s of 000s of properties will suddenly become available under these terms is unrealistic at best. More likely it will widen the wealth gap between owners and renters, and potentially displace tenants from their communities or into precarious housing situations.
