If Marshall doesn’t want government to pay for private health insurance premiums and only to pay for patient claims, I think the only solution would be government-run health insurance. Is that his proposal?

They should treat it like the national popular vote compact. Of course CA shouldn’t unilaterally allocate electoral college votes proportionally until everyone else does (or at least a critical number). Same logic applies for the House. en.m.wikipedia.org/wiki/Nationa...
