I’m unfortunately seeing that as a distinction without a difference, especially with the language saying such services must be provided “as the President may deem necessary and appropriate.”

It doesn’t seem like he can direct Officer Jones specifically to carry out an arrest, for example.

Doesn't the Code still provide that the mayor must act in accordance with the President's directives? MPD isn't "federalized," per se, but is still acting under Trump through Bowser, no?

Apologies if I'm misreading the Code, but it does seem to require the mayor to act under the direction of the President, correct? MPD isn't fully "federalized," but it seems like they still must act under the President's direction for at least the first 48 hours.
