We’ve hiked in France and visited naturist resorts on the Atlantic and the Mediterranean. France is very naturist friendly but generally only in resorts. Germany is just naturist friendly generally - but has fewer resorts. Both are great naturist destinations.

Well, it didn’t bother us, frankly. It just seemed an odd decision, but maybe it was to educate the scouts? Who knows….?
