I dont think so They tried to ban instagram back in 2024. They couldnt keep it banned for more than 10 days. If they were to ban it completely, the govn would also lose the support of its voters. These kind of bans just silence the oppositon.

This kind of ban is applied to thousands of accounts in twitter thats why we migrated to Bluesky. I would prefer complete ban at this point
