VATS was for sure a workaround for the pretty bad gunplay in FO3 and NV. It simply does not feel good to shoot most guns without VATS. It's interesting that a functional tool like VATS stuck around an was improved on for FO4 even though they massively improved the gunplay, happy accident I suppose!
